Alcohol and Drug Safety Action Program (ADSAP)
Alcohol and Drug Safety Action Program (ADSAP) South Carolina state law requires that anyone whose driver’s license has been suspended as the result of a driving under the influence (DUI) conviction, administrative license revocation (ALR), or zero tolerance suspension to complete an ADSAP program before he or she can apply to the South Carolina Department of Public Safety (SCDPS) for reinstatement of their driving privileges. Sumter Behavioral Health is certified to provide these services. ADSAP services are designed to work with offenders to reduce the number of crashes that result in death, injury, property damage, and the number of individuals that repeat being charged with DUI-related offenses. Requirements for ADSAP enrollment are:
- 10-year driving record (obtain from Department of Motor Vehicles within 30 days of scheduled ADSAP appointment)
- Valid picture ID (driver’s license, state ID, passport)
- Social Security card
- List of medications
- Minimum fee for ADSAP is $500, however, the total cost is based on the result of a biopsychosocial assessment.
Pre-Trial Intervention (PTI)
Pre-Trial Intervention(PTI) is a program for first-time, non-violent drug offenders. This program allows these people to avoid a court date and a criminal record by allowing them to receive addiction treatment instead of jail time. This is done in partnership with the Third Circuit Solicitor's Office. Once a person has completed PTI, they will be referred back to the solicitor's office to begin the process of eliminating their record. The PTI program cost is a minimum of $400. What’s needed on the first appointment:
- Valid picture ID (driver’s license, state ID, passport)
- Social Security card
- $200 for the enrollment, intake, and initial drug screen fees.
Offender-Based Intervention (OBI)/Court
Offender-Based Intervention (OBI) is a six-month substance use educational treatment program for people with an alcohol- or substance-related charge other than a DUI. After treatment, the people in this program must remain drug-free without other legal violations for an additional six months. After this, their record will be eliminated by the Third Circuit Solicitor’s Office. The OBI conditional discharge program cost is a minimum of $400. What's needed on the first appointment: Valid picture ID (driver’s license, state ID, passport) Social Security card $205 for the biopsychosocial assessment and initial drug screen. Probation, Parole, and Pardon (PPP)
This program is intended to help people with a criminal record at either the state or federal level involving drug use to successfully meet the conditions of their probation or parole. We provide alcohol or drug treatment, life skills training, and drug/alcohol education. People are typically referred to this program by their probation or parole officer. What's needed on the first appointment: Valid picture ID (driver’s license, state ID, passport) Social Security card Referral from probation, pardon, or parole.
